Jamie traced it to the old brass stopcock, where the jumper had worn loose and was vibrating in the flow. He turned the water off at the outside toby and replaced the stopcock with a quarter turn valve and a drain off. Once everything was tight he put the water back on. The whistle had gone and the flow at the kitchen tap was better too.
